Delete custom dimension value

Permanently deletes a value from a custom dimension definition. Returns 400 when the value is in use and cannot be deleted. Returns 403 when the organization does not exist or the authenticated user is not an administrator of it. Returns 404 when the custom dimension definition or the value is not found.
